May Budget: Proposed income tax cuts unlikely to impact house values – May, 2018

1 May, 2018, Sydney, Australia – Experts and economists were confident the Reserve Bank (RBA) would hold the cash rate this afternoon (01/05/2018), but they’re skeptical about the extent to which the government’s proposed 10-year tax cuts will drive up house prices, according to finder.com.au.
In the finder.com.au RBA survey, panellists were asked to give a cash rate prediction for May 2018, and answer a series of questions related to current economic and property issues.
When giving a cash rate forecast, all 30 respondents correctly predicted the RBA would leave the cash rate at 1.5% – the 19th consecutive hold.
With many believing interest rates will start to move north soon, respondents indicated now is a good time for mortgage holders to fix their rate.
Eleven out of 17 economists who opted into this question said now is a good time to fix, with mixed opinions about the optimum fixed-term period.
Interestingly, the largest group (4) recommend a fixed rate for five years.
Graham Cooke, Insights Manager at finder.com.au, says locking in a competitive rate could yield significant savings for home loan customers.
“There could be big financial gain for those willing to fix but be careful about fixing your entire loan, as the market is unpredictable and your interest rate could swing in either direction.
“Fixing $400,000 of your home loan for five years could potentially save you over $20,000, if the variable interest rate increased by cone percentage point over this time.
“It can be a smart strategy for those who can get their hands on a low interest rate and for those who want to repay their mortgage debt with greater certainty,” he says.
With some media sources anticipating a 10-year income tax cut plan, panellists were also asked about the policy in the upcoming 2017-18 Budget, to be announced next Tuesday (08/05/2018).
Mr Cooke says the proposed income tax cuts could see house values rise in Australia’s Eastern-based capital cities.
“The government is likely to issue a schedule for the tax cuts in the May Budget, which is likely to be rolled out over a decade so it won’t interfere with plans to achieve surplus in 2020-21.
“Reducing income tax could see more money in buyers’ pockets which could boost demand for housing.
“The tax cuts (if enforced) will be gradual over 10 years so it may not have a dramatic impact on house values in Sydney and Melbourne,” Mr Cooke says.
However, experts and economists are not convinced the tax reduction would increase house prices in Australia’s Eastern-boarder capitals.
Of the 16 participants who weighed in to this question, fourteen (88%) don’t believe income tax cuts will have much effect on house prices.

Inflation is soft, property prices are easing, and employment growth looks to be slowing down, so we are still of a view that the next move will be a cut, though this will take some time to come through."
Shane Oliver, AMP Capital (Hold): "Strong business conditions and employment, rising non-mining investment, strong global growth and the RBA's own forecasts argue against a cut but low inflation and wages growth, risks around the outlook for consumer spending, the slowing Sydney and Melbourne property markets and tightening bank lending standards argue against a hike. Peter Gilmore, Gateway Bank (Hold): "The RBA knows that pressure from home price rises is beginning to stabilise, however, it's still too soon to move on the cash rate with so many borrowers heavily exposed to rising rates and inflation still low."

Alex Joiner, IFM Investors (Hold): "The economy is tracking along the RBA's own projections, however private demand is picking up only gradually and consequently inflationary pressures remain modest. Further strong labour market outcomes have not as yet prompted a discernible acceleration of broad-based wages growth that would underpin an inflationary pulse. The RBA has little cause to shift its policy stance as a result. "
Michael Witts, ING Bank (Hold): "Month on month no significant changes to require changes in policy rate."
Leanne Pilkington, Laing+Simmons (Hold): "The fundamentals have remained relatively static, meaning the RBA has no impetus to adjust interest rates at this time. There’s a strong argument to leave the cash rate unchanged for the foreseeable future given stagnant house prices, the marked drop in investor lending and other macro challenges to the economy, especially when the banks cannot be trusted not to hike rates independently."

John Caelli, ME (Hold): "The RBA will want to see inflation and wages improve and lower unemployment before making any changes."

Both of these are likely to be gradual so there is no case for any near-term change in policy."
